The Housing and Grants Division of the Community Development Department is committed to providing programs and services designed to improve Westminster neighborhoods and the community’s supply of affordable housing for all residents. Utilizing multiple funding sources, the division offers a variety of tools residents can use to improve their homes and neighborhoods.

Rental Assistance - Orange County Housing Authority (OCHA):
Orange County Housing Authority (OCHA) is a division of the OC Community Services Department that administers rental assistance programs throughout Orange County. The County of Orange runs rental assistance programs for Westminster and most cities. The County administers the Section 8 Low Income Rental Program for cities.
Please be aware that the County is NOT accepting applications due to the overflow of applications.
OCHA is currently working off applicants from the 2012 waiting list and the next application period will be in 2017. No applications are being accepted by the County as 52,000 people are on the existing waiting lists.

Federal and State laws prohibit discrimination in the sale, rental, leasing, negotiate, advertising, and financing of housing based on race, color, religion, sex, national origin, handicap, familial status, marital status, age, disability, ancestry, sexual orientation, source of income or any other arbitrary reason. These laws help to ensure that people who are qualified for the home of their choosing are not barred from being able to buy or rent that home due to discrimination. The Fair Housing Foundation assists the City of Westminster to educate the public about fair housing rights and responsibilities, provides mediation and counseling services, and may investigate complaints.

Mobile home parks and lots are regulated by the State of California, therefore, Westminster is unable to intervene in Landlord/Space disputes including rent costs.
The mobile home Ombudsman receives and processes complaints from the public and from public officials related to living in manufactured homes and mobile homes. HCD Staff (see below) provides information, coordination, referrals and other assistance to help resolve complaints generally related to: mobile home park health and safety issues such as unsafe electrical, sewer, gas or water systems. Mobile home residency law - copies and information only on where to obtain assistance for lease, management or rent disputes.
