Westminster Improving Neighborhoods Programs

Unfortunately, on December 29th, 2011, the State of California with a ruling by the Supreme Court, moved forward to eliminate all Redevelopment Agencies in the state of California.  Due to this decision, the City will no longer be able to fund housing grants and loans for Westminster residents.  The City will cease the processing of all grant applications.  We apologize for any inconveniences this may have caused and appreciate your understanding.

WIN APPLICATION 

 

The purpose of the Westminster Improving Neighborhoods is to assist low-income Westminster homeowners whose income does not exceed 100% of the County median income, as adjusted by family size and income, as calculated on an annual basis California Department of Housing and Community Development (HCD).  Grants will be provided to correct physical deficiencies with the goal to improve existing single family homes for qualifying households to maintain the City’s affordable housing stock.

 

The Program will provide up to $25,000 of grant assistance for pre-approved work done by an appropriately licensed contractor.  Eligible Applicants, as defined below, may not receive more than $25,000 of Program grant funds per address. 

 

Please be aware that in July 2011, the California legislature and Governor Jerry Brown signed two bills that would eliminate Redevelopment Agencies in California (AB1X26 & AB1X27).  Without the RDA, there would be no funding for the grants.  The California Supreme Court has placed a “Stay” on RDA construction funding for all cities in California, and no new grants will be executed and no construction can begin in Westminster for either WIN or mobile home grants.  Until the lawsuit is reviewed and a decision is made, all the grants have been put on hold.

 

We can continue to process grant applications; however, no actual construction funding can occur until the Stay is lifted.  Please be aware that if the California Supreme Court invalidates redevelopment in its entirety, all WIN and Mobile Home Rehabilitation Grant funding will be eliminated completely.  We expect a ruling from the California Supreme Court by the end of January 2012.

All fully completed applications may either be mailed to the City of Westminster Housing Division at 8200 Westminster Boulevard, Westminster, CA 92683 or hand delivered to the Housing Division.
