Redevelopment Agency

The Westminster Redevelopment Agency was formed in 1982 by action of the Westminster City Council. The Council Members serve as the Agency Board and the City Manager is the Agency’s Executive Director. The Agency holds its meeting jointly with the regular City Council meetings on the second and fourth Wednesday of each month at 7 p.m. in the Council Chambers.

In July of 1983 the first area of the City was designated a Redevelopment Project Area. It included property on the north and south sides of Westminster Boulevard between Beach Boulevard and Edwards Street. Also included was the property on the east side of Beach Boulevard north of Heil Avenue. This was developed with the Pavilions Center several years later. The Project area was expanded in 1986, 1987, 1989, 1991, and 2000. With the expansion that was approved in 2000 the entire City is now in the Project Area.

Redevelopment is one of the few remaining tools available to California cities to retain enough of the local property tax to reverse deteriorating and/or inadequate conditions of its streets, public facilities, housing and infrastructure. Without Redevelopment, the City would not have the resources necessary to construct, improve, and repair its infrastructure.

Each year the Agency Board allocates several million dollars for street repair, improvements and reconstruction. The Agency also allocates money to assist in the construction of affordable housing. In the last year alone the Agency provided some $2 million in low interest loans to help with the development of 226 affordable apartments for seniors.
