Westminster’s City Manager, Ramon Silver, serves as the Council appointed executive manager of the City. The City Manager’s Office is responsible for the implementation of decisions established by the Westminster City Council, and the coordination of those efforts through the various City departments. It provides administrative direction to the Department Heads and is responsible for managing the activities and operations of the City, ensuring the provision of quality services.
The City Manager is responsible for representing the City’s interest and promoting business development. He also coordinates the working relationship with other local, regional, State and federal agencies.

In addition to these programs and services, the City Manager and his staff also handle special projects and Council assignments which do not fall within the jurisdiction of other City departments. He is also the Executive Director of the Redevelopment Agency.
