Hiring Process

The City recruits for a variety of full-time and part-time positions.  Part-time positions are not part of the City’s Classified Service and do not receive benefits.  If you submit an application for part-time position, a representative from the hiring department may contact you to discuss your qualifications.  Submitting an application for a part-time position does NOT guarantee that you will be invited for an interview or offered the position.

For full-time positions, the City may conduct Open Recruitments or Promotional Recruitments.  Promotional Recruitments are closed to the general public and limited to current full-time employees in the City’s Classified Service.  Open Recruitments are open to both the general public and current City employees.

Selection Process for Open Full-Time Positions

Employment with the City of Westminster is based on merit, ability, competence and experience.  When there is an opening for a full-time position, the Human Resources Department will post a job flier announcing recruitment for the position.  The job flier will specify the job title and pay; the application filing period and filing requirements; and the duties and qualifications for the position.

Submitted applications are reviewed by the Human Resources Department.  Candidates whose qualifications are most closely related to the needs of the particular position being recruited for are invited to participate in the selection process.  The selection process is designed to measure an applicant’s knowledge, skills and abilities and may consist of any or all of the following components:  application review, supplemental questionnaire, written test, practical skills evaluation, performance test, and an oral interview.

Following the application review, Human Resources will notify candidates regarding their status in writing or by phone.  Candidates invited to participate in the remainder of the selection process must pass each component of the part of the testing process in order to continue.  At the conclusion of the selection process, candidates will be notified if they have been recommended for placement on the Eligibility List.  If the candidate has successfully passed all phases of the selection process, the candidate’s name will be placed on the Eligibility List.

The Eligibility List is forwarded to the hiring department for final selection.  The hiring department may conduct follow-up interviews and evaluations with selected candidates prior to making a final decision to hire.
