MOUs & Salaries

The salaries and benefits for the City of Westminster’s employees – both full-time and part-time – are governed by separate memorandums of understanding and resolutions.  In addition, compensation for the City’s elected officials is also governed by ordinance.

The City has two employee associations which officially represent the majority of full-time employees across all departments.  In addition, there is a group of unrepresented employees in the Management, Administrative and Confidential group.  The employee associations meet and confer with management on a regular basis to negotiate terms of their governing memorandums of understanding (MOU).  The documents related to salary and benefits can be found by accessing the links below:

This group is generally comprised of executive and senior management, professional classifications and employees considered to be confidential.

Westminster Municipal Employees Association (WMEA)
This group is comprised of employees in various job classifications such as Maintenance Worker, Water Technician, Accounting Technician, etc.  This is one of two recognized employee associations in the City and have the terms of their salaries and benefits negotiated in a MOU.

Westminster Police Officers’ Association (WPOA)
This group is comprised of public safety employees in our Police Department.  The WPOA has both sworn (safety) and non-sworn miscellaneous members (e.g., Dispatchers and Police Records Specialists).  This is another of the City’s two recognized employee associations that has their salary and benefits governed by a negotiated MOU.
