The Westminster Police Department, in association with AMERITEK ID, offers citizen electronic Live Scan and FBI ink card for professional licensing, employment, immigration and volunteer positions. Fingerprinting services are conveniently available six days a week, Monday through Saturday, at the City Hall At The Mall, at the Westminster Mall (714) 893-9900.
There are two primary fees that when added together determine the total charge for Live Scan services.
A “Rolling Fee” is charged by the service provider to prepare the electronic record. “Government Fees” are charged by the Department of Justice (DOJ) and FBI to process the record. Fees are as follows:
Rolling Fee - (original record preparation) $20
Resubmission - (redo for rejected prints) No Charge
DOJ - (California Dept. of Justice) $32
FBI - (Federal Bureau of Investigation) $19
CHI - (Child Abuse Index) $15
DSS - (Dept. of Social Services) $10
Firearms -(Firearms Permit) $38
Record Review - (Personal Background Check) $25
Note: If you have been issued a billing number there is no charge for government fees. Many charitable organizations may be “Fee Exempt or Reduced”. If this is the case, the DOJ fee may be waived and the FBI fee would be reduced to $0 - $15.
FBI Ink Cards
Only a “Rolling Fee” is charged for FBI Ink Cards. Government fees are not collected by the service provider.
Fees are as follows:
Rolling Fee - (1 card) $25
Additional Cards - $15 per card
Note: FBI Cards are available for your convenience at no charge. Fingerprints are ink rolled, not digital.
Child Fingerprinting & Photo ID Cards
Child safety fingerprint and photo ID cards are available Saturdays from 10 a.m. to 1 p.m. Each packet includes a three-part card with fingerprints and photos, an emergency information form and important child safety literature. Please contact the City Hall At The Mall for an appointment (714) 893-9900.
To properly prepare for Live Scan service you will need the following: ABCII 8016 “Request for Live Scan Service” form; Social Security number; and a DOJ approved photo ID.
In order to receive Live Scan service you must present a valid (not expired) photo ID to the Live Scan technician. The following are approved forms of photo identification: Passport; California Driver’s License; California DMV ID card; Out-ofstate driver’s license; Alien Registration / Immigration Green Card; Military ID card; Mexican Consulate ID card (Matricula Consular de Alta Seguridad).

Please be sure to print three copies of the form as it must be prepared in triplicate.
