Operations Division Commander - Captain Kevin Baker*
The Operations Division is the largest division in the police department. It consists of all uniformed personnel including: Patrol Teams / Special Operations / Traffic Unit / Emergency Operations Center / Reserve Officers These are the first-responders who handle most policing and service activities in the field.
The Operations Division also includes personnel responsible for administration of several programs, including: Field Training / Chaplain Program / SWAT / Hostage Negotiation Team / Police Reserve Officer Program / Explorer Program / Parking Enforcement Unit.
The Operations Division also includes the Professional Standards Unit overseeing: Internal Affairs / Personnel & Training / Policies / Facilities / Fleet services.
---------------------------------- *The Operations Division is under the command of Captain Kevin Baker. Capt. Baker began his law enforcement career in 1988 after serving 5 years in the U.S. Navy as a Tactical Air Controller. Capt. Baker graduated from the San Diego Sheriff’s Academy and served as a Police Officer with the San Diego Harbor Police until 1990 when he was hired by the Westminster Police Department. Captain Baker has worked in a number of assignments as a Police Officer, Detective, Sergeant, and Lieutenant to include: Uniformed Patrol, Little Saigon Sub-Station Officer/METRO Team, Field Training Officer, Adjutant to the Chief of Police, SWAT Operator/Team Leader/Commander, Regional Narcotics Suppression Program, Administration, TARGET Gang Unit, and Intelligence/Organized Crime/Vice Unit.
Captain Baker has a Bachelor of Science degree in Workforce Education and Training from Southern Illinois University and a Master of Arts degree in Communication from Seton Hall University. He is a graduate of the 233rd session of the FBI National Academy in Quantico, Virginia as well as executive programs at the University of Virginia and Harvard University.
