Lieutenant Derek Marsh
Lieutenant Derek Marsh has been with WPD for 24 years, and is assigned to Management Services. He has been a lieutenant since 1999, and his previous assignments as lieutenant include Watch Commander, Administrative Services, and the Investigations Bureau. Through Management Services, Lt. Marsh is the acting City I.T. Director, as well as being responsible for the police budget, payroll, purchasing, contracts, grants and business enterprise opportunities.

As an officer, Lt. Marsh worked in patrol, was a field training officer as well as a hostage negotiator and served as the department’s first D.A.R.E. Officer. As a sergeant, he worked in patrol and as the Chief’s Adjutant. In addition to his current duties, Lt. Marsh has served as co-chair of the Orange County Human Trafficking Task Force since 2004, during which time he has had the opportunity to develop and teach POST certified courses in human trafficking, two briefing training DVDs, and testified in front of Congress twice. He has served as a department grant writer, earning and managing several million dollars in technology and human trafficking grants during the past 15 years.
Lt. Marsh earned a B.A. in English from UC Irvine, as well as a Single Subject Teaching Credential. Subsequently, he received a Master’s Degree in Human Behavior from National University, an MPA in Public Safety Management from Walden University, and a Master’s Certificate in Criminal Justice from the University of Virginia. He has taught Ethics at Brandman University, and Human Trafficking at Vanguard University and for both the state and federal governments. He is a graduate of the FBINA (Class #224).
