Single Family Residential Rehabilitation Program

The purpose of the City of Westminster’s (City) Residential Rehabilitation Loan Program (Program) is to preserve and rehabilitate existing housing stock through the use of federal HOME Investment Partnerships (HOME) funds.

Eligibility Requirements

  • Must be low-income residents living in Westminster who own a single-family home
  • The loan can be used to repair health and safety items on their single-family home
  • Applicants must NOT have a second lien (2nd mortgage, home equity line, etc.) on Title
  • Home must be owner-occupied, meaning not operating as a rental property
  • After rehabilitation value of the home may not exceed Homeownership Value Limits as defined by the U.S. Department of Housing and Urban Development (HUD) currently established at $487,350 (limits updated annually by HUD)

  • Windows and Doors
  • Kitchen Repairs
  • Bathroom Repairs
  • Flooring
  • Termite damage
  • Lead Paint Remediation
  • Exterior and Interior Paint

Loan Terms

  • Receive up to a $25,000 (minimum $10,000) rehabilitation loan
  • Deferred loan means you pay the loan back when you sell your house or Title is transferred
  • 3% simple interest, due when the home is sold or Title is transferred
