The Southern California Association of Governments (SCAG) and the City of Westminster invite community members to take part in a Walking Safety Assessment (WSA) to help identify barriers and challenges to walking and biking along Beach Boulevard (SR-39). Your feedback will help shape safer, more accessible streets for everyone who lives, works, and travels in our community.

About the Planning for Main Streets Project
This assessment is part of the Planning for Main Streets Project, a regional initiative led by SCAG to reimagine state highway corridors that also serve as community main streets. The project focuses on transforming roads like State Route 39 into people-centered places that balance transportation needs with community well-being.
Project Goals
- Improve safety and accessibility for people walking, biking, taking transit, and driving.
- Enhance quality of life in equity-priority communities.
- Align highway design with local community needs.
- Build local support and ownership of project outcomes.
- Develop grant-ready design concepts to support future funding opportunities.
What the Study Includes
Over the 2025–2027 study period, the project team will:
- Review existing conditions, including traffic patterns, sidewalk and bike access, transit service, and safety data.
- Engage the community through walk audits, surveys, workshops, and pop-up events.
- Develop and refine draft design concepts that prioritize safety, mobility, and sustainability.
- Prepare final recommendations, conceptual designs, and materials to help secure future funding.
Study Area
The Planning for Main Streets Project is studying four major corridors across Southern California—SR-1, SR-18, SR-86, and SR-39—located in Los Angeles, San Bernardino, Orange, and Imperial counties. While the broader project includes all four routes, the Walking Safety Assessment in Westminster focuses specifically on SR-39.
The SR-39 study area extends from Starr Street in Stanton to Hazard Avenue in Westminster, covering approximately 4.5 miles. This corridor includes major commercial centers, office parks, and key transit routes, making it an essential connector for residents, students, workers, and visitors.
