If you are interested in holding a special event in the City of Westminster, you are required to submit either a Special Event Permit or a Temporary Event Permit.
Special events may include, but are not limited to: parades, festivals, public meetings or demonstrations, artistic performances or exhibits, sporting events or competitions, public speeches, circuses or other animal shows, street fairs, trade fairs, and similar large-scale activities. Applications for special events must be submitted at least 60 days prior to the event date.
You must complete a Special Event Application if any of the following applies:
- The event is scheduled to take place on public property
- The event is expected to attract more than 1,000 people (including workers, spectators, and participants)
- The event is deemed a special event by the City Manager or their designee
The following types of activities may be allowed with a Temporary Use or Temporary Event Permit (per Westminster Municipal Code Section 17.540.015):
- Construction yards
- Grand openings
- Open houses (e.g., customer appreciation events)
- Temporary residences (during single-family home construction)
- Temporary storage
- Temporary real estate sales offices
- Temporary structures (e.g., classrooms, offices, mobile units)
- Temporary work trailers
- Outdoor events (e.g., product displays, garden and patio exhibits)
- Other similar temporary activities as determined by the Director of Community Development
