Regular meetings of the City Council are held the second and fourth Wednesday of each month. The public session begins at 6:00 p.m., or as soon thereafter as possible (WMC 2.04.010). The City Council sometimes meets in closed session at a specific time either before or after the regular session.
The agenda contains a brief general description of each item to be considered. The agenda and supporting documentation are available for public review no later than 72 hours prior to the meeting and can be accessed on the City's meeting portal.

Regular City Council meetings are rebroadcast on Westminster Cable Channel 3 on Monday at 5 p.m., Wednesday at 6 p.m., Friday at 7 a.m., and Sunday at 8:30 a.m.
Public Comment Options
In Person
Complete a green speaker slip (agenda items) or a yellow speaker slip (non-agenda items) available at the entrance of the Council Chamber and submit it to City Clerk staff. When your name is called, step up to the podium and state your name and city of residence (both optional) for the record. Each speaker has three minutes.
In Writing
Comments may be submitted by email to eComments@westminster-ca.gov, or by mail or drop-off during regular posted business hours to the City of Westminster, City Clerk's Office, 8200 Westminster Blvd., Westminster, CA 92683. Comments must be received at least 2 hours prior to the meeting to become part of the official meeting record and be provided to the City Council. Comments received by the deadline will not be read verbally at the meeting. Please provide your full name, but do not include any other personal information you do not want published.
Request to Speak in Advance
Email your request to speak, along with your name, to eComments@westminster-ca.gov at least 2 hours before the meeting.
Language Access
In compliance with California Senate Bill 707 and the Ralph M. Brown Act, meeting agendas and this webpage are available in applicable languages spoken by the community.
Members of the public may request an interpreter in advance to assist a non-English speaker during the Oral Communications and Public Hearing sections of a meeting. In accordance with Resolution No. 5135, a non-English speaking member of the public may bring their own interpreter or request that the City provide an interpreter in Vietnamese or Spanish. Requests must be made at least 48 hours in advance for a regular meeting, and at least 10 hours in advance for a special meeting. The City will make reasonable efforts to accommodate the request, though it is not legally obligated to provide an interpreter. Speakers who use a City-provided or personal interpreter are allowed twice the standard speaking time; speakers who self-translate into another language are not.

To translate an agenda or meeting document: Open the agenda or document through the City's meeting archive. The DocAccess viewer will open automatically alongside the document. Click Translate in the right-hand panel to view the document in another language.
Zoom Webinar Participation
To Join the City Council Meeting by Computer or Smartphone
Click the Zoom link found on the first page of the Agenda, or paste it into your internet browser. You will be prompted to open (and if necessary, download) Zoom. To avoid audio issues, test your computer or device audio, before you provide public comment. If you don’t have a microphone on your computer, you can dial-in by telephone to connect to the meeting.
To Provide Public Comment
Click "Raise Hand" in Zoom. A staff member will prompt you to speak. Unmute yourself when it is your turn. You may be prompted to click "Unmute myself" to be heard. After your comment, click "Lower Hand."
To Join the City Council Meeting by Dialing-in on Your Telephone
You may dial in to listen to the meeting and make public comments with your telephone. When making public comments, please turn off all background noise, for example a television, music, web stream audio, or walk into a different room.
- Dial the number provided on the first page of the Agenda.
- When prompted for the Meeting ID #, enter the Meeting ID # provided on the first page of the Agenda.
- If prompted for a Participant ID #, press the # key
To Provide Public Comment by Dialing-In
Dial *9 on your phone to “raise your hand.” A member of staff will prompt you to speak when it’s your turn. You must then dial *6 to unmute or you may not be heard.
To Enable Captions for a City Council Meeting
You can participate in the City Council meeting with Closed Captioning and Language captioning (subtitles). Click the Zoom link found on the first page of the Agenda or paste it into your internet browser. You will be prompted to open (and if necessary, download) Zoom In the meeting controls toolbar, click the Show Captions icon (CC).
Note: You may have to click More, then click Captions. Captions will appear above the controls toolbar. English is set as the speaking language for captions.
To Translate Captions
If you would like the real-time captions to be in another language during the City Council meeting, it can be set by each participant. Next to the Show Captions icon (CC), click the up arrow icon.
Under Captions and translation, enable Translation, and select the language you want the captions translated to.
Click Save. Once your language is selected, the captions will be generated and translated into that language for you.
