Statement of Economic Interest (Form 700)
All elected and appointed officials and public employees in the State of California who are involved in making or influencing governmental decisions are required to file a Statements of Economic Interest (FPPC Form 700) which provides transparency and accountability by:
1. Offering the public information about the officials' personal financial interests, ensuring that decisions are made for the public rather than for personal financial gain.
2. Reminding public officials when personal interests might conflict with their public responsibilities and encouraging them to refrain from making or participating in decisions where such conflicts exist.
The Mayor, City Councilmembers, Planning Commissioners, City Manager, City Attorney, and Finance Director (designated per Government Code Section 87200) file their Form 700 with the California Fair Political Practices Commission (FPPC), pursuant to the requirements of the Political Reform Act (Gov. Code sections 81000-91014). Designated City level filers are required to disclose their financial interests with the City Clerk, pursuant to the appropriate disclosure category indicated in the City of Westminster Conflict of Interest Code.

City staff members, consultants, and board and commission members (except Planning Commission) reports are public records and are available for review and reproduction during regular business hours. For filings not listed, please contact the City Clerk's Office at (714) 548-3237 or email PublicRecordsRequest@Westminster-ca.gov.
Copies are provided at a charge not to exceed 10 cents per page. In addition, there is a retrieval fee of $5 per request for copies of statements that are five years or older. A single request for more than one report or statement is subject to one retrieval fee.
Conflict of Interest Code
The Political Reform Act, Government Code section 81000 et seq., requires local government agencies to adopt and promulgate conflict of interest codes. A local agency’s conflict of interest code must reflect the current structure of the organization and properly identify officials and employees who should be filing Statements of Economic Interests (Form 700s). A Conflict of Interest Code tells public officials, governmental employees, and consultants what financial interests they must disclose on their Form 700s. It helps provide transparency in local government as required under the Political Reform Act.
Under the Act, a public official has a disqualifying conflict of interest in a governmental decision if it is foreseeable that the decision will have a financial impact on his or her personal finances or other financial interests. In such cases, there is a risk of biased decision-making that could sacrifice the public’s interest in favor of the official’s private financial interests. To avoid actual bias or the appearance of possible improprieties, the public official is prohibited from participating in the decision.
To ensure conflict of interest codes remain current and accurate, each local agency is required to review its code at least every even-numbered year. The City has adopted a Conflict of Interest Code incorporating the Fair Political Practices Commission’ s Regulations, designating employees and officials who are required to file conflict of interest disclosure forms, and listing the disclosure categories for each filer.
