Over the next year, the City is developing its first Economic Development Strategic Plan, and we want to hear from you.

A strategic plan is a roadmap that identifies the City’s priorities and outlines how they will be achieved. Financial stability and improved services are key goals for Westminster, and this plan will help guide how the City works toward them. Throughout the process, the City will partner with residents, businesses, and local stakeholders to create a practical plan of action that supports long‑term stability and strengthens community services.

Westminster General Plan Update | September 2016

The City’s General Plan includes a chapter on Economic Development that identifies key outcomes guiding the City’s economic development efforts—evidence of the City's long-term commitment to community economic well-being. The community identified the following outcomes to be realized from economic development:

Quality of Life
Improvements in the quality of life in Westminster.

Tax Base
Expansion and diversification of the local tax base.

Jobs and Income
Expanded job opportunities in Westminster and increases in real wages and household wealth for Westminster residents.
Economic Development Program
Provide detailed direction regarding the City's comprehensive economic development program.

Citywide Three-Year Strategic Plan: 2025-2028

On April 28, 2025, the City Council held a strategic planning workshop to develop the City’s second three-year Citywide Strategic Plan and to identify priorities for the organization. Recognizing the importance of long-term financial stability and improving services, the City Council's Strategic Plan Goal #1: Achieve Financial Stability establishes the Economic Development Strategic Plan as a strategic objective and priority for the City. Through this Strategic Plan, the City will outline strategies that expand the tax base, support local businesses, grow jobs, and improve the overall economic health needed to maintain financial stability and deliver high-quality services to the community.

Why now?

Westminster is at an important moment of growth and transition. Creating a Strategic Plan now will help the City make thoughtful, community‑driven decisions that support long‑term prosperity.

Community Engagement

Community engagement is an important part of this process. It will provide residents, businesses, community organizations, and other stakeholders with opportunities to help shape Westminster's economic future. Input gathered through outreach will help the City develop an Economic Development Strategic Plan that reflects community and business priorities and supports long-term financial stability and sustainable growth.

Community engagement efforts will consist of:

Resident and business surveys
Stakeholder and partner agency interviews
Focus groups
A business workshop

Together, these community engagement activities will provide a well-rounded understanding of community and business perspectives to inform the Economic Development Strategic Plan's goals and recommendations.

Get Involved!

The strongest plans are those based on strong community engagement. It is important to the City that we hear from residents and businesses. Be a part of the process and help shape Westminster's economic future.

The City is administering two surveys to gather input from Westminster businesses and residents. The surveys are available in English, Vietnamese, and Spanish. They can be taken online or in paper form. Printed copies are available at City Hall, the Community Services Department, Senior Center, and the Family Resource Center.

Why Economic Development Matters?

Why Does the Plan Matter to the Community?

The Economic Development Strategic Plan will help guide how Westminster:

Improves the quality of life for residents
Improving the quality of life for residents may involve things like fixing neighborhood streets and sidewalks, enhancing parks, keeping public spaces clean, and supporting reliable police and fire services.

Maintains financial stability by growing a tax base that would help pay for public facilities and services
Maintaining financial stability by growing a tax base could include attracting tax-contributing businesses, development, and investments that help strengthen the City’s general fund. It can also explore special funding and financing districts that help pay for essential public services, programs, and infrastructure as costs rise and the community grows.

Grows local jobs and household income for residents
Growing local jobs and household income may consist of attracting employers who offer high-quality, well-paying jobs for residents. It means encouraging local businesses to hire within the community and expanding job training programs that equip residents with the skills local employers need, helping residents earn more and build a strong quality of life.

Process and Timeline

EDSP Process

The development of the Economic Development Strategic Plan involves several key steps that collectively shape the final document. Each step provides essential insights that build on one another, resulting in a well-rounded plan that reflects community and business priorities while supporting long-term financial stability and sustainable economic growth.

Step 1: Economic & Demographic Analysis
Gather and analyze economic and demographic information to better understand the state of Westminster's economy.

Step 2: Community Engagement
Engage with the community through surveys, interviews, focus groups, and business workshop.

Step 3: SWOT Analysis
Conduct an analysis of strengths, weaknesses, opportunities, and threats to identify key issues and needs.

Step 4: Goals and Strategies
Combine analysis and community engagement into goals and strategies.

Step 5: Develop Plan
Circle back with the business community to validate priorities and develop the Economic Development Strategic Plan.

The final Economic Development Strategic Plan will be placed on a future City Council agenda for consideration and adoption. The plan is expected to be completed in one year.
