Every five years, the City develops a Five-Year Consolidated Plan as required by the U.S. Department of Housing and Urban Development (HUD). The Consolidated Plan establishes a strategy for how the City will invest federal Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) Program  funds to meet Westminster's ongoing affordable housing, community development, economic development, and public service needs over the next five years.

Annually, the City of Westminster reports to HUD how it plans to spend Federal CDBG and HOME funds in its Annual Action Plan to address the priority needs and specific goals identified in the Consolidated Plan. Each Annual Action Plan covers a single program year beginning July 1 and ending June 30.

The Citizen Participation Plan provides citizens, especially low and moderate income citizens of the community where HUD-funded activities will take place, an opportunity to participate in the planning, implementation, and assessment of the programs and projects.

The Orange County Regional Assessment of Fair Housing (AFH) analyzes fair housing challenges, contributing factors, and their impacts. It enhances fair housing planning by providing data and guidance for program participants. The assessment outlines steps to identify issues, set priorities, and create goals to promote fair housing opportunities. The AFH includes current data reflecting diverse communities, including people of color, individuals with disabilities, immigrants, and people of various genders, languages, and experiences. Its goal is to advance fair housing for all through meaningful actions.

• The AFH is a collaborative effort among the following jurisdictions:
  Orange County and the Urban County Program participating cities of Brea, Cypress, Dana Point, La Palma, Laguna Beach, Laguna Hills, Laguna Woods, Los Alamitos, Placentia, San Juan Capistrano, Seal Beach, Stanton, Villa Park, and Yorba Linda.

• The HUD Entitlement Cities of Aliso Viejo, Anaheim, Buena Park, Costa Mesa, Fountain Valley, Fullerton, Garden Grove, Huntington Beach, Irvine, La Habra, Laguna Niguel, Lake Forest, Mission Viejo, Newport Beach, City of Orange, Rancho Santa Margarita, San Clemente, Santa Ana, Tustin, and Westminster.
