Notice of Winter Closure

The City of Westminster Building Division will be closed from Wednesday, December 24, 2025, through Friday, January 2, 2026, in observance of the winter holidays.

During this closure:

• No plan review, inspections, permit issuance, or other Building Division services will be available.
• Online permit applications may still be submitted; however, processing will resume when the office reopens.
• Regular business operations will resume on Monday, January 5, 2026.

Upcoming Changes to the California Building Standards Code – Effective January 1, 2026

The City of Westminster would like to inform the community that the 2025 California Building Code Standards (Title 24) with local amendments will take effect on January 1, 2026. However, due to our holiday closure, all building permit applications must be submitted no later than Monday, December 22 and deemed to be full and complete to stay under the current 2022 building codes. All submittals that are incomplete will be rejected and will need to be amended to follow the 2025 California Building Code Standards.

What This Means: All building permit applications submitted after Monday, December 22, 11:59PM must comply with the 2025 California Building Code.

Current Projects: Permit applications submitted and deemed to be complete or already under review before the holiday closure will be reviewed under the 2022 California Building Standards Code.

Code Adoption and Amendment Notice – October 14, 2025

The City of Westminster will be adopting the 2025 California Building Standards Code and the 2024 International Property Maintenance Code. The first reading/introduction will be October 15, 2025, and the public hearing/adoption will be November 12, 2025.
