Appeal an Administrative Citation

If you have received an Administrative Citation from the City of Westminster, you may request an appeal hearing within 15 days of the citation date.

Please note:

• Only administrative fines may be appealed.
• Warning notices cannot be appealed.

Your Right to Appeal

Under Westminster Municipal Code Chapter 1.14, you have the right to request a hearing before an independent hearing officer to determine whether the violation occurred and whether you are the responsible party. To file an appeal, you must:

1. Submit a written request for a hearing
2. Pay the full amount of the fine in advance (This deposit will be refunded if the citation is dismissed.)

How to Submit an Appeal

Send the following to the City by mail or in person:

• A copy of your citation
• Your completed fine appeal form which includes a written statement explaining the reason for your appeal
• A check or money order deposit for the full fine amount, made payable to “City of Westminster”

You will be notified of the hearing date and time. If you fail to appear at your hearing, your deposit will be forfeited.

How to Pay the Fine (Without Appealing)

To pay your administrative fine without contesting it:

Make checks or money orders payable to City of Westminster, and include your citation number on the payment. 

Please note:

• Paying a fine does not excuse the violation. You must still correct the issue.
• Fines are cumulative. You may receive additional citations each day the violation continues.
• The City may take further legal action, including criminal citations or civil remedies
