The Sign Code is part of the City’s Zoning Ordinance and establishes the rules and standards for signage in Westminster. It regulates things such as the size, height, quantity, and placement of signs, as well as the types of signs allowed on properties.

The current Sign Code is outdated and does not fully reflect modern signage technologies, business needs, or community design goals. The update will help ensure that signage regulations are clear, consistent, and responsive to today’s aesthetic, economic, and safety considerations.

The update may affect property owners, business owners, tenants, and sign companies. In particular, it will affect those who are installing, replacing, or modifying signage on commercial, retail, office, or industrial properties.

The Sign Code Update is intended to address both community priorities and the evolving needs of businesses. Through this effort, the City aims to:

• Modernize signage regulations
• Support effective business identification
• Enhance the community’s appearance
• Ensure consistency with state and federal laws (including free speech protections)
• Streamline the permitting process

The City encourages all interested community members to share their thoughts. You can provide input through one or more of the following methods:

• Filling out the community survey on the Sign Code Update.
• Joining the Interest List to receive updates. Please email the Project Planner: Stephanie Tomaino, stomaino@westminster-ca.gov.
• Providing public comments, either via email, mail, or in-person by attending a future Planning Commission or City Council meeting. To stay informed of upcoming meeting dates, we encourage you to join the Interest List to receive the latest news and updates.

No. Existing, legally installed signs will generally be allowed to remain. After the Sign Code Update is adopted, any signs no longer complying with the City’s new sign standards will be considered “legal nonconforming” signs. However, when signs are significantly altered or replaced, they may need to comply with updated standards.

The process is expected to continue through early 2026. Public input and community feedback will be gathered throughout the process, and comments will be forwarded to the Mayor, City Council, and Planning Commission for their consideration. However, to ensure your input is considered early in the process to shape the signage regulations, we encourage you to complete the community survey by August 15, 2025.
