Citywide Three-Year Strategic Plan: 2022-2025
On January 17, 2022, the City Council and select members of the city's executive staff participated in an all-day workshop and developed its first-ever City of Westminster Strategic Plan. The workshop provided an opportunity for city leadership to discuss the City's mission, core values, and strengths, and identify priorities to develop three-year goals and objectives within each goal.
The City Strategic Plan provides a comprehensive framework that ensures priorities set by the City Council are clearly defined as the City moves forward to meet these goals. Not only are the objectives within each goal designed to help respond to the priorities and achieve the goals, but they hold city government and leadership accountable to meeting the needs of the community.
The plan, as developed at the initial strategic plan workshop, was adopted at the January 26, 2022 City Council meeting. A workshop was held approximately every six months to update the goals and objectives.

Goal #1: Achieve Financial Stability
- Objective: Provide information to the City Council on the impacts to the city if the sales tax measure is not renewed. [Staff Report 3/14] [Presentation 3/14]

Goal #2: Develop and Implement Specific Plans for Little Saigon, the Downtown District, and the West Side
- Objective: Verify consistency of Specific Plans for Little Saigon, the Downtown District and the West Side with the General Plan adopted in 2016 and report results to the City Council. [Memo 2/22]
- Objective: Create a priority list of plans that combines those listed in the General Plan and those recommended as part of the Strategic Planning Workshop and present findings to the City Council. [Staff Report 4/13] [Presentation 4/13]

Goal #3: Attract, Develop, and Retain Well-Qualified Staff Members
- Objective: Review staffing levels and roles to determine whether reorganization is needed and make a recommendation to the City Manager.
- Objective: Train all supervisors on how to understand and properly implement the progressive discipline process.
- Objective: Complete and deliver the results of the Compensation Study to the City Council for review.
- Future Objective: Update the performance evaluation forms, train supervisors on how to complete a thorough evaluation, and mandate yearly evaluations.

Goal #1: Achieve Financial Stability

Goal #3: Attract, Develop, and Retain Well-Qualified Staff Members
- Objective: Identify and prioritize areas that may require mandatory training and/or professional development for staff.
- Objective: Monitor accountability for mandatory staff training and/or professional development through the annual evaluation process for staff.
- Objective: Update the performance evaluation forms for non-sworn staff, train supervisors on how to complete a thorough evaluation, and mandate yearly evaluations.

- Objective: Develop general guidelines, script, and timelines for consistent customer service and follow-up.

- Objective: Present to the City Council budget approval for the City Hall receptionist/lobby attendant position and creation of a more welcoming lobby environment.

Goal #1: Achieve Financial Stability
- Objective: Provide an update to the City Council on the status of creative revenue ideas. [Staff Report 5/8]
- Look at general fund revenues and how they're being invested.
- Annexation of the County islands.
- Look for other opportunities to generate revenue for the City.
- Investigate more efficient use of City properties that are currently owned by the City for income generation and economic development.
