Beautify Bolsa Soap and Water Program Refreshes Little Saigon Storefronts

The City of Westminster has successfully completed its pilot Beautify Bolsa Program along Bolsa Avenue, providing complimentary power washing services to high-need storefronts and sidewalks in the Little Saigon corridor.

Funded through the Jobs First Regional Investment Initiative, this program focused on cleanliness and improvements visible from the public right-of-way, including power washing of sidewalks, storefront exteriors, and windows. Services were provided to select businesses and sidewalks along Bolsa Avenue between Magnolia Street and Bushard Street.

The improvements were completed in time to welcome the community and visitors for the 2026 Lunar New Year and Tet Parade on February 21, helping create a more vibrant environment during one of the area’s most celebrated events. Power washing services were provided by KC Power Clean, a company that already works with businesses throughout Little Saigon. The project included removing grime, stains, and gum from concrete surfaces, as well as cleaning storefront exteriors and windows.

“It is a great opportunity,” said John Johnston, business development and account manager for KC Power Clean. “It means a lot for us because we get to work with a municipality and connect directly with business owners. We don't perform miracles, but we do a good job of beautifying and making areas look better than they did.”

The City appreciates the partnership of participating businesses and service provider KC Power Clean in the successful implementation of this pilot effort. Programs like this support ongoing revitalization efforts in Little Saigon and reflect the City’s commitment to local businesses and community pride.
