Westminster Permanent Water Restrictions

The City of Westminster is committed to water for future generations and to Making Conservation a California Way of Life. To ensure efficient water use, Westminster has year-round water restrictions, found in Municipal Code 13.14, that are in line with State regulations. Below is a summary of Westminster's conservation restrictions. 

  • Outdoor watering is limited the THREE days per week November through March
    • Sunday, Wednesday, Friday
  • Outdoor watering is limited the FIVE days per week April through October:
    • Sunday, Tuesday, Wednesday, Friday, Saturday
  • No outdoor watering between hours:
    • 9:00 a.m. - 5:00 p.m.
  • Water no longer than 15 minutes per irrigation station
  • No excessive water run-off
  • No washing down hard or paved surfaces
  • All leaks must be repaired
  • No watering for 48 hours following measurable rain

Commercial Properties

  • Restaurants may only serve water upon request
  • Lodging establishments must offer option to decline linen service
  • Car washes and laundries must use re-circulating water systems
  • Restaurants must use pre-rinse spray valves


  1. Residents may water by hand-held bucket or hand-held hose with shut-off nozzle at any time
  2. Residents may water for a short time to adjust or repair irrigation system
  3. Residents may use low flow drip irrigation systems
